Is Your Records System Failing the User Test?

Your records management system meets every standard. It's defensible, compliant, and technically sound. Yet adoption remains dismal, and users avoid it whenever possible.

The problem isn't your retention schedule or classification scheme. It's that no one ever taught you to design for the people who actually use these systems.

What This Checklist Covers

This checklist helps you audit your records management program through a user-centered lens. Each item addresses a specific gap between traditional system design and user experience design. You'll identify where your program assumes user compliance rather than earning it, and where technical correctness has crowded out usability.

Prerequisites

Before starting this audit, you need:

  • Access to system usage analytics showing actual user behavior (login frequency, search patterns, file locations, classification choices).
  • Authority to observe users working with records in their normal workflow.
  • Sample of recent user support tickets or help desk requests related to records management.
  • Your current Business Classification Scheme and any user-facing documentation.
  • List of all systems where users currently store information that should be under records control.

Without these artifacts, you're auditing theory rather than practice.

User Experience Audit Checklist

1. Have you observed five users attempting to declare a record without providing instruction?

Watch them navigate your system with no guidance. Note where they hesitate, what they skip, and when they give up. Good looks like: You can identify three specific points where the interface creates friction, and you've documented the exact language or layout that confused them.

2. Does your classification scheme place the terms users actually search for at the top level?

Review your top-level terms against actual search queries from system logs. Good looks like: At least 60% of your top-level classification terms match the language users type into search boxes.

3. Can you complete record declaration in three clicks or fewer from any major business application?

Count the actual steps: open the records system, navigate the classification tree, locate the correct series, enter metadata, confirm. Good looks like: A user can declare a record from email, shared drive, or collaboration platform in under 30 seconds without consulting documentation.

4. Have you tested whether users understand the difference between your retention categories?

Create a simple card-sort exercise: give users 10 common document types and ask them to match each to the correct retention category. Good looks like: 80% of users correctly classify at least 7 out of 10 items.

5. Does your system allow users to correct their own classification errors?

When users misclassify a record, can they fix it themselves, or must they submit a ticket? Good looks like: Users can reclassify records within a defined window (such as 30 days post-declaration) without administrator intervention, and the system logs the change for audit purposes.

6. Have you mapped where users currently store information that should be records?

List every shadow system: personal drives, shared folders outside the records system, email PST files, collaboration platforms. Interview users about why they use these locations. Good looks like: You have a documented inventory of at least five alternative storage locations and specific user quotes explaining why each one feels easier than the official system.

7. Can you show evidence that users search successfully on their first attempt?

Pull search logs and measure: What percentage of searches return zero results? How often do users refine their query? Good looks like: Fewer than 20% of searches return zero results, and users retrieve the target record within two query attempts.

8. Does your controlled vocabulary include the terms your business actually uses?

Compare your official vocabulary against terms in email subject lines, meeting agendas, and project documentation. Good looks like: Your controlled vocabulary includes the informal terms users employ daily, with cross-references to official terms where necessary.

9. Have you tested whether your metadata requirements are actually used?

Review 100 recent record declarations. Which metadata fields are left blank? Which contain obvious placeholder text? Good looks like: Fewer than 10% of records show blank or placeholder metadata in required fields.

10. Can new employees declare their first record without training?

Hand a new hire your system with no orientation. Time how long it takes them to successfully declare a record and note every question they ask. Good looks like: A new user completes record declaration in under five minutes and asks fewer than three clarifying questions.

Common Mistakes

Assuming compliance equals usability. Your system can meet every requirement in ISO 30300 and still be unusable. Compliance addresses what the system must do; user experience addresses whether anyone will actually do it.

Treating user resistance as a training problem. When users avoid your system, the default response is more training. But training doesn't fix confusing interfaces or workflows that interrupt productive work. If users need training to perform a basic task, redesign the task.

Optimizing for records professionals instead of users. Rules like "no fixed terms above variable terms" in classification schemes make sense to practitioners. They're convenient for maintenance. But they force users to navigate abstractions before reaching concrete categories, which is why users abandon the system for simpler alternatives.

Skipping research because "we know our users." There's no central pool of research validating what works in records management system design. Without user testing, A/B comparisons, or empirical data, you're operating on assumptions that may have been valid when professionals managed records but don't hold now that users do.

Score your audit: count how many checklist items you passed. If you scored below 7 out of 10, your system is designed for compliance, not humans.

Start with the highest-impact, lowest-effort fix: simplify your top-level classification terms to match user language. Then instrument your system to collect behavioral data (search patterns, classification choices, abandonment points).

Most importantly, schedule observation sessions. Watch five users work with records in their normal context. Don't explain, don't intervene. Just document where the system fails them.

You can't improve what you don't measure, and you can't measure what you don't observe. User experience research isn't optional anymore. It's the difference between a compliant system no one uses and a compliant system that actually protects your organization's business evidence.
